New Executive Officers Named on ADAMH Board of Trustees; Ronald Rotaru Serving as Chair

ADAMH, the Alcohol, Drug and Mental Health Board of Franklin County, recently named new officers to the ADAMH Board of Trustees’ Executive Committee. The new officers include: Ronald Rotaru, - Chair; Dona England-Afek – Vice Chair; Dr. Tamara Davis – Secretary and Dennis Lieb – Treasurer.

Ronald Rotaru is currently executive director for the Accountancy Board of Ohio, a position he has held since 1999. Prior to the Accountancy Board, Rotaru has held several notable positions, such as deputy director for the Ohio Department of Commerce. In the past, he has also been on the boards for the House of Hope for Alcoholics and Directions for Youth & Families, both ADAMH-funded organizations.

Dona England-Afek serves as the executive director of the Columbus Center for Human Services, Inc., an organization she helped co-found and serves as president and Chair of the Board. She is also owner and operator of the England Accounting & Financial Management Company. England-Afek is active with the following local organizations: Ohio Health Care Association, Ohio Providers Resource Association, the Franklin County Providers Council and Women Outreach for Women.

Tamara Davis, Ph.D., M.S.S.W., is an Assistant Professor in the College of Social Work at The Ohio State University. She graduated from the University of Louisville with a bachelor’s degree in Counseling & Guidance in 1993 and a master’s degree in Social Work in 1995. She received her doctorate in Social Work from The University of Texas at Austin in 2003, after which she completed a post-doctoral fellowship at the Hogg Foundation for Mental Health. Davis serves as a member of the editorial board for the Journal of Ethnic and Cultural Diversity in Social Work and is also a consulting editor for the American Professional Society on the Abuse of Children (APSAC) Advisor. She also acts as a consulting member for the Cultural Competence Task Force at the Institute for Human Services in Columbus.

Dennis Lieb, now retired, worked at the Defense Supply Center of Columbus (DSCC) as supervisor of quality assurance and a quality program analyst. He earned a Bachelor’s degree in business from The Ohio State University in 1961 and attended Capital University Franklin Law School from 1966-1968. Lieb has also participated in the ADAMH Consumer and Family Advisory Council, a voluntary group of individuals who are either in recovery from alcoholism, drug addiction or mental illness or have recovering family members and he participated as an instructor in the National Alliance for the Mentally Ill (NAMI) Family-to-Family Education Program. 

ADAMH is Franklin County’s authority for planning, funding and evaluating mental health, alcohol and drug abuse prevention and treatment services. ADAMH-funded services are provided by a local network of more than 40 not-for-profit providers and are offered on a sliding-fee scale, making them affordable for any County resident, regardless of income.
