David A. Royer is a 28-year veteran in the field
of behavioral health care. Royer's professional career has been built on caring
for people in Ohio's evolving system of publicly funded substance abuse and mental
health care. Royer joined ADAMH, the Alcohol, Drug and Mental Health Board of
Franklin County as the Chief Executive Officer in May 2000. Before joining the
ADAMH Board, Royer was the executive director of the Alcohol & Drug Addiction
Services Board of Butler County in southwestern Ohio for 10 years.
Royer has an MS Degree in Health Services from Central Michigan University
and a BA in Social Work from Wright State University. Royer is a graduate of
Leadership Ohio and has served as an adjunct faculty member with Franklin University
in their Master's of Business Administration and Master's of Human Services
Management programs. Royer is currently serving as the President of the Ohio Association of County Behavioral Health Authorities.
The ADAMH Board funds, evaluates and plans the necessary mental health and
alcohol and drug treatment service in our community then purchases care from
community experts. ADAMH does NOT provide any direct service; rather it maintains
a "safety net" of more than 40 contract providers, located in neighborhoods
throughout Franklin County, who provide services to more than 35,000 people every
year. ADAMH receives approximately half its funding through a voter-approved
property tax and the remainder from a combination of federal, state and private
sources. ADAMH provides services to clients through contracts with a system
of non-profit agencies across the community. It is the largest combined alcohol/drug
and mental health board in Ohio.
