A Message about ADAMH's Managing for Results Initiative

David Royer, CEO The ADAMH system of care is about the people we serve. This includes people who need help finding and paying for appropriate mental health or substance abuse treatment, people who want to hear our prevention messages, and the Franklin County taxpayers who are generous enough to provide the ADAMH Board with a property tax levy. In order to best serve our consumers and our community, the ADAMH Board adopted an initiative called Managing for Results (MFR) in January 2002.

MFR is a long-term strategic planning initiative to help ADAMH make improved business decisions and establish accountability standards to measure results. It's a results-oriented management system that integrates planning with budgeting and performance measures and is being used by every component of Franklin County Government. MFR is a blueprint for good, efficient government that will help us measure the difference we, as a system, are making for the customers and taxpayers.

The basis for the MFR Business Plan is that it links strategic plans to performance measures. It establishes accountability and creates a systematic basis for evaluating service efforts and accomplishments, enabling us to explain the story of our challenges and accomplishments to the community.

The ADAMH Board is now organized around results, rather than around processes, functions or traditional tables of organization. Lines of business, or groupings of programs will make up the "deliverables" to the customers we serve.

Our Board Strategic results are:
  • By January 2010, the ADAMH system of care will be viewed as the 'Employer of Choice' among behavioral healthcare professionals who seek to deliver clinically and culturally appropriate services to consumers.
  • By January 2010, ADAMH will expand the system of care in a culturally and clinically competent manner for children and families at risk.
  • By January 2010, ADAMH will seek to ensure timely access to clinically and culturally appropriate care so that every individual seeking help will achieve identified outcomes and recovery.
  • By January 2010, ADAMH will supplement the system's tax-supported budget by 4% from new funding sources to fund strategic priorities and innovations to care for mental health and alcohol/ other drug consumers.
  • By January 2010, an additional 15% of Franklin County residents will demonstrate accurate knowledge of mental illness and other behavioral health disorders as evidenced by the Community Behavioral Health Survey.
  • By January 2010, ADAMH will contract for prevention and treatment services with providers that utilize evidence-based and science-based protocols applied consistently to diverse populations, therefore promoting a healthier community at large.
